Node generates ML-KEM-1024 keypair (1568-byte public key). Private key stored in secure pool, referenced by handle only.
Initiator encapsulates shared secret using peer's public key. Produces 1568-byte ciphertext + 32-byte shared secret.
Responder decapsulates using private key handle. Derives identical 32-byte shared secret. HKDF derives session keys.
Session keys pushed to data plane. All ecosystem services begin communicating over quantum-safe encrypted channels at line rate.
